The Grove Redevelopment Project Area Proposed TIF

In 2022, the Village Board retained Moran Economic Development to conduct a Tax Increment Financing (TIF) Eligibility Study for the property located at the I-88 and IL 47 interchange owned by Sugar Grove, LLC. The study was presented to the Village Board on November 15, 2022 and concluded that the property does qualify for a TIF. To view the study, click here.

At the June 6, 2023 Village of Sugar Grove Board Meeting, the Board approved a resolution authorizing an agreement with S.B. Friedman for professional services in relation to the creation of a Tax Increment Financing (TIF) District for the property.  To view the agreement and to read the agenda report, click here.

Pursuant to the Tax Increment Allocation Redevelopment Act, the Village of Sugar Grove has established an interested parties registry for the proposed redevelopment project area known as The Grove. The Grove is approximately 792 acres of land located in an area near the I-88 and Rte. 47 Interchange north of Seavey Road and then extending south to include properties north of Wheatfield Avenue and east of Rte. 47. Individuals and any organization active within the Village are entitled to register to become an “Interested Party” for the proposed project area. Organizations include, but are not limited to, businesses, business organizations, civic groups, not-for-profit corporations, and community organizations within the Village or the proposed project area. The registry will include the name, address, and telephone number of each Interested Person and, for organizations, the name and phone number of a designated contact person. 

Individuals and organizations wanting to register as an Interested Party must complete and submit an Interested Parties Registration Form with the Village Clerk. Registered parties will be entitled to receive notices of public meetings, public hearings, and the availability of redevelopment plans and eligibility reports. The Registry will include the name, address, and telephone number of each Interested Person and, for organizations, the name and phone number of a designated contact person.
