History of Sugar Grove, LLC in Sugar Grove

Since 2002, Sugar Grove, LLC, known to many as Crown Community Development, has owned approximately 760 acres at the intersection of I-88 and Sugar Grove Parkway (IL 47). As part of the approval effort for a full interchange along I-88, the property was annexed into the Village in 2013.


With the opening of the new interchange imminent, in late 2018 Sugar Grove, LLC submitted a rezoning petition for the property. The proposed development included distribution and manufacturing both north and south of the tollway as well as commercial and residential components.


The first of three Public Hearing sessions was held regarding the petition in January 2019. While changes to the Village’s Comprehensive Plan in 2014 and 2018 made allowances for distribution and manufacturing on the property surrounding the tollway, the Public Hearing notice for the rezoning petition caught many in the community off-guard. During the hearing, there was public opposition to the proposed development and Sugar Grove, LLC withdrew their petition. In February 2020, the Village received a formal petition from Sugar Grove, LLC to disconnect their property from the Village of Sugar Grove and that May, the Village Board voted to approve an ordinance disconnecting the Sugar Grove, LLC property.


According to the US Census, Sugar Grove grew by 281 people from April 2010 to April 2020. While this might appeal to some in the community, for most others the lack of shopping and restaurants as well as the lack of revenue diversity for local taxing bodies is a concern and a burden to local residents and business owners. The current Village President and Board of Trustees understand clearly that the proposed development submitted in 2018 was unacceptable to some Village residents, however, the property at I-88 and IL 47 represents a unique opportunity for growth for the Village of Sugar Grove. Consequently, the current Village President and staff have kept the lines of communication open with Sugar Grove, LLC following disconnection to ensure that any development on the property would be guided by the Village of Sugar Grove.


The Village communicated to Sugar Grove, LLC that the current Village President and Board will not accept the eight (8) million square feet of distribution as originally proposed and that it would like to have more residential, retail, and gathering spaces in the development. Sugar Grove, LLC, who has undergone a change in leadership since the original plan was proposed, has said they understand the Village’s position and does indeed want to return with a better plan that the community can get behind. While every component of a new plan may not appeal to every resident, the goal is for the overall plan to be mutually beneficially and acceptable to both Village residents and Sugar Grove, LLC.


In preparation of Sugar Grove, LLC’s possible return to the Village, the Village Board retained Moran Economic Development to conduct a Tax Increment Financing (TIF) Eligibility Study for the Sugar Grove, LLC property. The study was presented to the Village Board on November 15, 2022 and concluded that the property does qualify for a TIF. While the property does qualify for a TIF, the creation of a TIF and a TIF agreement still needs to be approved. There will be public hearings if Sugar Grove, LLC decides to move that forward. At the April 18, 2023 Village of Sugar Grove Board Meeting, the Board approved a resolution authorizing an agreement with Moran Economic Development (MED) for professional services in relation to the creation of a Tax Increment Financing (TIF) District for the property at I-88 and IL 47 owned by Sugar Grove, LLC.  The only action taken at the April 18th meeting was the approval of the agreement to begin work on the plan. At the June 6, 2023 Village of Sugar Grove Board Meeting, the Board approved a resolution authorizing an agreement with S.B. Friedman for professional services in relation to the creation of a Tax Increment Financing (TIF) District for the property at I-88 and IL 47 owned by Sugar Grove, LLC.  Moran Economic Development, who was approved to do the work in April, let the Village know that they felt it might be more efficient and effective for another company to complete this process with the amount of time to dedicate to this project. After discussions with current consultant S.B. Friedman, who is already doing work on the financial analysis of the project, it was determined that for contiguity purposes and necessary insight into the project, S.B. Sugar Grove, LLC held two Community Engagement Meetings regarding The Grove development at I-88 and IL 47 on Monday, June 5, 2023 and Monday, June 12, 2023 at Waubonsee Community College.
