Sugar Grove Declares $250,000 in TIF Surplus, Boost to Local Services

Fiscal Responsibility and Economic Development Leads to 4th Consecutive Year of TIF Surplus

Sugar Grove, IL – The Village of Sugar Grove today announced its approval to declare a surplus of $250,000 in Tax Increment Financing (TIF) funds. These surplus funds will be reinvested within the community by allocating them to the taxing districts within the Village's two existing TIF Districts.

“Marking the fourth consecutive year of returning surplus TIF funds, this decision reaffirms Sugar Grove’s commitment to responsible fiscal management and economic development. Tax Increment Financing, or TIF, is a powerful tool that municipalities employ to drive economic growth. In Sugar Grove, our TIF districts are performing well, consistently running surpluses. As a result, we are directing the surplus towards other services that could immediately benefit, such as our schools and public safety services,” explained Village Board President Jennifer Konen.

The surplus declaration follows a comprehensive assessment by the Village Board, which includes a detailed examination of fund balances, plans for each TIF district, alignment with economic development objectives, and community needs. Notably, over the past four years, approximately $1.5 million has been designated as surplus and returned to taxing bodies, further emphasizing the Village's dedication to responsible fiscal practices and collaborative community support.

As of FY22-23, current fund balances stand at $439,698 for TIF #1 and $277,219 for TIF #2. Projections for property taxes in FY23-24 indicate substantial growth, with anticipated balances of approximately $880,295 for TIF #1 and $529,271 for TIF #2.

TIF #1, with a focus on stimulating economic growth in the commercial and industrial area near the intersection of Dugan Road and US 30 on the west side of the Aurora Municipal Airport, currently has no immediate infrastructure projects planned. The Village Board has approved a surplus allocation of $200,000 from TIF #1 to make these funds accessible to other taxing bodies with pressing needs.

TIF #2 was established to bring sanitary sewer and water services and various public infrastructure improvements to the commercial and industrial area on the east side of the Aurora Municipal Airport along Municipal Drive, between Wheeler Road and US 30. While no immediate projects or development opportunities are planned, the Village Board has approved a surplus allocation of $50,000 from TIF #2 to ensure these funds are accessible to other taxing bodies with immediate needs.

How TIFs Work

Tax Increment Financing (TIF) is a financial tool that local governments like the Village of Sugar Grove use to encourage economic development in specific areas. TIFs help businesses invest in communities by covering the costs of upgrades, such as remediation and enhancements that may otherwise prevent development.

TIFs do not increase property tax rates for residents. They function by designating a particular geographic area as a TIF district. As property values within these districts rise, the additional property tax revenue generated, referred to as the "increment," is harnessed. Subsequently, this increment is reinvested within the same area to fund various improvements and development projects.

It is worth noting that taxes collected from properties outside the TIF district remain dedicated to supporting regular community services. This ensures that property taxes for all other residents remain unaffected, with local schools and other taxing bodies continuing to receive their designated share of property taxes, or even potentially more, based on property values before the establishment of TIF districts.

TIFs benefit communities like Sugar Grove in the following ways:

•             Financing vital development projects, including infrastructure improvements and environmental remediation.

•             Stimulating economic growth and job opportunities.

•             Fostering a dynamic business environment.

•             Enhancing property values and broadening the tax base.

•             Generating more revenue for funding essential services and community improvements.

As part of the Village’s ongoing environmental effort, and in order to increase the number of trees in town, the Village is offering a 50/50 Cost Sharing Program for parkway trees. The Village will contribute 50% of the cost of the trees, with residents providing the remaining 50%. The cost includes the tree, delivery, installation, and mulch. Participation in the program is strictly voluntary, is limited to owner-occupied homes, and is on a first-come, first-served basis. Trees can be placed only within the parkway. Residents may suggest locations for their trees, but locations will be reviewed for suitability and utility conflicts. The final location will be at the discretion of the Public Works Department. The Village will plant the trees in late May to early June (as weather permits) and will monitor the health of the tree during the initial growing season. Orders and payments are due by April 19, 2024. 2024 Spring Parkway Tree Program Form

The Village of Sugar Grove Public Works Department will be performing hydrant flushing April 1st thru April 12th. The Public Works Department performs hydrant flushing twice a year as part of the regular maintenance to the Village water distribution system. By simply flushing hydrants to allow water to flow rapidly through them, water quality is improved and mineral build-up in the water mains is minimized. Hydrant flushing also ensures that hydrants are ready for emergency use. Please note that hydrant flushing could temporarily cause rusty-looking water, even for homes outside the particular flushing area. The discoloration is caused by minerals that get stirred up in the water mains. Residents are encouraged to refrain from washing laundry when flushing is done in or near their neighborhood as the temporarily discolored water may cause laundry staining. Public Works crews will flush hydrants from 7:00 a.m. to 3:30 p.m. Monday thru Friday according to the following schedule:

For Immediate Release: February 7, 2024 Sugar Grove, IL - The Village of Sugar Grove's Village Board advanced recommendations to enhance intersection safety and traffic flow at Park Avenue and IL 47 by submitting their recommendations to IDOT. “With these long-awaited safety improvements, this project makes this area safer for everyone on the roads,” said Village of Sugar Grove President Jennifer Konen. “We are happy to see these improvements moving forward at this busy intersection and we remain committed to evaluating and advocating for increased safety on our roadways.” The recommended improvements include measures such as prohibiting through movements across IL 47 and left turns from Park Avenue, installing raised medians or islands on Park Avenue, and enhancing signage and pavement markings to encourage safer driving behavior. These proposed changes aim to improve safety and traffic flow by reducing certain high-risk movements while encouraging more controlled and safe driving behavior. The recommendations stem from a Traffic Study conducted by HRGreen, which studied the history of serious crashes at the intersection and determined most crashes involve vehicles from Park Avenue crossing or turning left onto IL 47. It found the heavy traffic volumes and high speeds on IL 47 make entry gaps infrequent, causing driver frustration, which can lead to unsafe decisions. This also creates long delays on Park Avenue, causing congestion and poor traffic conditions. Should IDOT approve the recommendations, the project’s next phase would involve the preparation of detailed engineering to support a construction permit. Given that IL 47 is a State Highway, the project will require a permit from IDOT's Bureau of Traffic. The estimated budget for engineering and construction is approximately $235,000. For Immediate Release: October 17, 2023 Sugar Grove, IL – The Village of Sugar Grove recognizes the significant community interest and discussion regarding the proposed redevelopment project, commonly known as "The Grove," along with the associated Tax Increment Financing (TIF) plan. While the developer's formal proposal is expected later this year, no formal plan has been presented yet. To allow for increased public engagement of the development proposal, annexation, and the accompanying TIF proposal, Sugar Grove has opted to postpone public hearings until after the holidays. “Our priority is to strike the right balance, ensuring both the economic stability of our residents and enhanced quality of life for our community. The Village Board has consistently emphasized that any proposal under consideration must align with our community’s objectives, including a substantial reduction in distribution compared to previous plans. We are committed to a thorough assessment of the proposal's impact, aiming for long-term financial stability while fostering a welcoming environment for new businesses, restaurants, shops, and entertainment,” said Sugar Grove Village President Jennifer Konen. As the Village Board and staff actively collaborate with the developer, they have identified critical principles in guiding the pursuit of a balanced plan. · Enhanced Quality of Life: The plan must prioritize residents’ well-being by offering an approach that elevates the overall quality of life in Sugar Grove. This includes introducing amenities like restaurants, shopping, and parks while contributing to homeowners' property tax relief. · Vibrant Local Business Environment: To benefit local businesses, the plan should bring more people to Sugar Grove’s shops and encourage the use of local services. Attracting new residents and visitors during the day is essential as it aligns with the criteria that new businesses seek when considering investments in our community. · Strengthening Community Services: The plan must be thoughtfully crafted to enhance the local economy, create jobs, and generate revenue for essential public services, including education and public safety. Sugar Grove has faced limited population growth compared to neighboring communities over the past decade, making attracting new businesses and investments challenging. This has increased the burden on residents to support essential public services, including public safety, infrastructure, and education. Through the consideration of this redevelopment project, the Village aims to promote economic stability, diversify the tax base, add new businesses, and enhance community support. After the developer’s proposal is received, the Village will communicate a schedule for public hearings and plans to engage the community and gather feedback. This process includes online and print notices, mailings to stakeholders, public access to the plan, a public hearing with the Joint Review Board, and a final board meeting. These steps ensure transparency and inclusivity, remaining central throughout the evaluation and decision-making process. Community involvement remains a top priority for the Village. Residents are encouraged to stay informed, attend Village board meetings, reach out to board members, and stay updated with Village communications regarding the project. The Village is committed to transparency and will post official documents and information about “The Grove” project at: https://www.sugargroveil.gov/sugar-grove-llc-development-information .
