           GENERAL PURPOSE

           Under direct supervision, performs a variety of skilled and semi-skilled maintenance tasks, and operates heavy and specialized construction equipment such as end loaders and backhoes in the general maintenance, upkeep, and repair of the public property, roadways, equipment, buildings, grounds, and Village utilities.

            Responsible for individual and co-workers' safety and the maintenance of a safe work environment.

            Ability to effectively and courteously work and communicate with other employees and the general public.

            Completes activity reports in a timely manner.

            Available 24 hours a day for response to emergency situations, including weekends and holidays.

            Effectively resolve problems or emergency situations that arise during the completion of assigned tasks.

            Insures the proper inspection and routine maintenance of equipment and tools by cleaning and checking equipment after use, reports defects or needed repairs to department supervisor.

    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Ability to work in confined spaces, strenuous manual labor for extended periods under unfavorable climatic and working conditions.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Determines the locations of utility lines such as: gas, telephone, street lights, power, television, water, and sewer from the appropriate sources prior to any excavation.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Contacts residents and business owners in the area where services will be interrupted and explains when services will be turned back on.

    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Responds in a timely and efficient manner to all public and Village service requests.
           &#xD;

      &lt;span&gt;&#xD;
        
            Assist other Village departments with tasks as needed.
           &#xD;

           STREETS AND PROPERTIES
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Repairs, replaces, inspects, and patches concrete, bituminous, and other street surfaces.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Cleans, repairs, and erects signs; digs post holes and sets or pulls posts; repairs guard fences.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Operates, maintains, repairs, and cleans large and small trucks for snow plowing, hauling, and removal or ice and snow control operations.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Clipping, maintenance, and care of Village trees and parkways.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Maintains, cleans, repairs and replaces Village streetlights and sidewalks.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Performs semi-skilled labor in connection with the maintenance, construction, and development of open space, buildings, structures, landscaping, and Village facilities.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Care and planting of lawns (turf), trees, shrubs, and flowers.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Trims trees, mows, chips branches, picks up litter/trash, and whips weeds of program maintenance or emergency/hazard maintenance.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Participates in special events including set-up, road closures, detour signing placement, crowd control, barricading and fencing, garbage pickup and disposal, etc.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Public Utilities
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Cleans, operates, maintains, repairs, and replaces water mains and related equipment like valves, well houses, pumps, and fire hydrants.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Performs meter maintenance, in-house troubleshooting and repairs, removes and replaces meters and outside readers; reads commercial and residential, maintains and records B-box and vault locations.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Operates and maintains calibration of centrifugal pumps, high and low voltage control panels, chlorinators, gas, dry and liquid chemical feeders, filters, electric motors, and other water and wastewater pumping equipment.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Knowledge of various wastewater collection practices.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;

            Submit to required Department of Transportation Drug/Alcohol Testing.

           Illinois law, including updates in 2018 and 2024, sets a statewide framework for electric bikes (e-bikes) and electric scooters (e-scooters). Riders must follow both state and local rules, and parents or guardians can be held accountable for minors' violations.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            E-Bike Laws
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Currently, the Village of Sugar Grove complies with
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.ilga.gov/Legislation/publicacts/view/103-0899" target="_blank"&gt;&#xD;
      
           state regulations
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      
           , and there are no additional local ordinances in effect.

            E-bike Classifications
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In Illinois, e-bikes are generally considered "bicycles" if they are low-speed (motor less than 750 watts) and have fully operable pedals. They fall into three classes:
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Class 1: Pedal-assist only, motor cuts off at 20 mph.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Class 2: Pedal and throttle-assist, motor cuts off at 20 mph.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Class 3: Pedal-assist only, motor cuts off at 28 mph.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Key Regulations for E-Bikes
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Age: Riders of Class 3 e-bikes must be at least 16 years old. The state has no specific minimum age for Classes 1 and 2, though some local ordinances do.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            License/Registration: No special driver's license, registration, or insurance is required by the state for low-speed e-bikes.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Where to Ride: E-bikes are allowed on roads, streets, and bike lanes where traditional bicycles are permitted. Riding e-bikes on sidewalks is prohibited by state law. Using multi-use paths and trails depends on local rules or homeowner’s associations; Class 3 e-bikes are often restricted from these paths unless explicitly allowed.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Equipment: For nighttime riding, a white front light (visible from 500 feet) and a red rear reflector or light are required. E-bikes must also have a label indicating their class, top speed, and motor wattage.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            All riders must obey the "Rules of the Road" like any other vehicle operator.
           &#xD;
      &lt;/span&gt;&#xD;

  &lt;/ul&gt;&#xD;

           ), prohibits the use of low-speed electric scooters on sidewalks unless a local ordinance specifically authorizes them.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

    &lt;/span&gt;&#xD;

           Key Regulations for E-Scooters (where permitted locally):
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Age: Riders must be at least 18 years old, according to state law.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            License: No title, registration, or driver’s license required.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Speed &amp;amp; Location: E-scooters are generally limited to speeds up to a maximum of 10 mph and may not be used on public roads with speed limits of 35 mph or greater (some communities set this limit lower, e.g., 30 mph or 25 mph).
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Not permitted on State highways.  
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Equipment: Must have a working brake, a white front light, and a red rear reflector or light for night use. Only one person is allowed per scooter at a time.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            All riders must obey the "Rules of the Road" like any other vehicle operator.

            Off-Highway Vehicles: Any device with a motor over 750 watts, or one without working pedals, is likely classified as an "off-highway vehicle" or "motor-driven cycle" and cannot be operated on public roads, sidewalks, and paths. Operating these requires a driver's license, registration, and insurance.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             Safety: While not always required by state law, wearing a helmet is highly encouraged for all riders to prevent serious injury.
            &#xD;
        &lt;/span&gt;&#xD;

      <title>Village of Sugar Grove 2025 Road Program</title>

           The 2025 Road Program will involve street resurfacing, curb and gutter repairs, sidewalk repairs, and minor storm sewer repairs. This work is necessary to improve safety and help eliminate the pavement deterioration adjacent to these areas. The work is anticipated to start on or about June 16th and should be complete in 30 days.

           Hello, Sugar Grove Residents,
            &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           This year, I have taken the National Wildlife Federation’s Mayor's Monarch Pledge, joining hundreds of other communities across North America that are taking action to protect the imperiled Monarch Butterfly. Special Thanks to the Village of Romeoville Mayor John Noak for posting about this project in 2024 and pledging support again in 2025 for the inspiration. We all benefit when communities inspire and share positive ideas with each other.
            &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           &amp;#55357;&amp;#56475; I would like this to be a Community-Wide Monarch Project where residents can all participate. We have been a very divided community for the last few years, and it is time to come together. I am working diligently to advocate for residents in every way I possibly can. I think resident pollinator gardens are a symbol of hope and peace and will bring our community together again. There will be a Resolution on the agenda of the May 20th Village Board meeting to approve and restart the Beautification Committee, which will include the Monarch Project under its umbrella. More information, and an invitation for volunteers will be coming soon. 
            &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           &amp;#55358;&amp;#56715; We will have numbered garden markers available for every participating pollinator garden. A pollinator garden can be as simple as a few pollinator plants in a pot outside. We can then celebrate as a community how many pollinator gardens have been added to the Village and how many residents have united for a project representing peace, hope, and change.
            &#xD;
      &lt;br/&gt;&#xD;
      
           We also anticipate and encourage the involvement of scout troops and student groups for this project. Please feel free to email me if you are interested or have any ideas.            The Village of Sugar Grove is committed to supporting the local organizations that strengthen our community. As part of this effort, Village leadership is visiting nonprofits that serve our residents to learn more about their impact, challenges, and how we can support their mission.

            This month, Village President Jennifer Konen and Village Administrator Scott Koeppel met with

           Between Friends Food Pantry of Sugar Grove

            Executive Director Shari Frieders to discuss how the pantry is helping Sugar Grove residents and what the community can do to contribute to their efforts.

    &lt;span&gt;&#xD;

           Between Friends Food Pantry of Sugar Grove started in 2008 as a family project. During Christmas break, the Taylor family of Sugar Grove launched a “Fill Your Doorstep” campaign, encouraging residents and businesses to place food donations on their doorsteps to help those struggling in the economic recession. The overwhelming response led to the creation of a permanent, community-driven pantry.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           With support from Engineering Enterprises Inc. (EEI) and its founders Pete Wallers, Dave Burroughs, and Jim Michels, the pantry found a home. In February 2025, it moved into a larger facility at 143 S. Main St., Sugar Grove, IL 60554, allowing it to serve even more residents.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Today, Between Friends Food Pantry provides weekly grocery assistance, household supplies, and personal hygiene products to residents facing food insecurity in Sugar Grove and surrounding communities. They aim to break the barriers that prevent individuals from seeking help, fostering a safe space where every person feels valued and supported. Their mission is to ensure that no one in our community goes hungry while empowering people to remain self-sufficient during tough economic times.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The pantry currently has 210 families registered for assistance. Each week, it serves 30 to 50 families, with 98% of those receiving help living in Sugar Grove. It also provides deliveries to elderly and homebound residents, including those in senior housing. Children and seniors make up 75% of those served, highlighting the vital role the pantry plays in the community.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           Between Friends Food Pantry operates almost entirely on volunteer support. The Executive Director and all other staff members are volunteers, with just one paid employee helping coordinate operations.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

    &lt;strong&gt;&#xD;
      
           Addressing Food Insecurity &amp;amp; Expanding Awareness
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           During their meeting, Village officials and pantry leadership discussed strategies to raise residents’ awareness about the pantry as well as encourage them to feel comfortable using it when needed. Many families experience food insecurity but may hesitate to seek assistance due to stigma or simply not knowing it exists.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The reality is that many people are just one unexpected bill away from needing help. Every meal provided by the pantry allows a household to focus on paying rent, medical bills, and other essential expenses without worrying about food.

           Between Friends Food Pantry of Sugar Grove relies on strong community partnerships and generous donations to meet local needs. Through the Direct Connect food rescue program—coordinated by the Northern Illinois Food Bank—the pantry receives fresh food donations from local Jewel-Osco and Aldi stores. Between Friends also benefits from food drives organized by local classrooms, scout troops, and other civic organizations that help keep shelves stocked throughout the year. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            While specific offerings can vary, they typically provide the following types of items:

      <title>Statement of Clarification Concerning the Annexation of the Crown Property and a Possible Referendum</title>

           It appears that misconceptions have arisen regarding the recent annexation of the Crown property. Because this information has been posted directly to the Village’s Facebook page by one or more members of the public, the Village believes it is necessary to provide clarification.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Specifically, members of the community have apparently been advised or are under the perception that by circulating a petition and obtaining a certain number of signatures, the Crown annexation will be placed on a ballot for referendum. However, the annexation of the Crown property was a voluntary annexation, which means that 100% of the property’s ownership sought annexation and the Owner and the Village mutually agreed upon the annexation. There are no electors residing on the annexed property. The section of the Municipal Code governing a voluntary annexation does not provide for a referendum; that is a process reserved for other types of annexations contained in the Municipal Code and which are not applicable here.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Without anything actually having been filed, it is difficult to provide any further assessment. However, to reiterate, the Village does not believe that the Municipal Code provides any legal basis for a referendum in the case of a voluntary annexation.
          &#xD;
    &lt;/span&gt;&#xD;

      <title>Scam Alert</title>

           Storm chasers are responsible for a big portion of residential roofing and siding scams. Homeowners should be aware that some storm chasers only do the bare minimum to replace the house siding and/or roof. Some don’t properly address other problems or restore the roof or siding to its original condition.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Many times, homeowners are left with poorly constructed roofs or unsecured residential siding, and the fraudulent company that was once so ready to help, has vanished.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Sugar Grove requests that residents do their due diligence if damage occurred to your residence. Contact your insurance company for guidance as they will have relationships with existing adjusters/contractors that perform the work.    Several companies flood the areas affected after a major storm passes through our community.  Sugar Grove allows individuals and companies to apply for a solicitors permit to go door to door offering their goods and services.  These individuals are not endorsed by the Village of Sugar Grove and are allowed to solicit in jurisdictions per court case rulings. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Just a reminder that building permits are required prior to re-roofing, re-siding and most other structural type repairs or improvements on your home. Contractors are required by Ordinance to be registered with the Village of Sugar Grove prior to performing any work. Please feel free to contact the Building Department for a list of registered contractors for the type of work that is needed on your home at 630-391-7220.     &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           Here are some sample industry guidelines to follow:
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The best way to avoid the storm chaser is to do your own research. Ask to see proof of insurance and check the roofer’s license status with your local building department or licensing agency.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Be wary of contractors who go door to door to offer repair services. Ask for recommendations from people you know and trust and, whenever possible, use established local contractors.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Call the Attorney General’s Consumer Fraud Hotline 1-800-386-5438 to check out a contractor and to learn if any complaints have been filed against a particular business.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Visit the Better Business Bureau’s central Illinois, St. Louis or Chicago websites to see if a business is a member and whether any complaints have been lodged against it.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Even if there is a need to act quickly, shop around. Get written estimates from multiple contractors, and don’t be rushed into a deal.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Get all of the terms of a contract in writing and obtain a copy of the signed contract.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Never make full payment until all the work has been completed to your satisfaction.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Never pay in cash.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Be aware that you have the right to cancel a contract within three business days if you signed it based on the contractor’s visit to your home.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            In the case of disaster repair, you have an additional right to cancel. If your insurance carrier denies coverage, you have the right to cancel the contract within five days of when your insurance carrier denies your coverage.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Ask to see required state and local permits and licenses. Insurance adjusters and roofers must be licensed by state agencies. If the contractor does not have a required license, or if the name on the license doesn’t match the name on the contractor’s business card or truck, that should raise a red flag. Please visit the Illinois Department of Financial and Professional Regulation’s website to search licenses. Contact the Department of Insurance at (866) 445-5364 to verify that the public adjuster is licensed and in good standing.

           The Village of Sugar Grove is committed to providing a safe and enjoyable environment for all residents. We have recently updated our open burning regulations and strongly encourage you to familiarize yourself with the important changes outlined below.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Leaf Disposal Services are Available
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           As a reminder to our residents: The Village of Sugar Grove provides a free leaf pick-up service through our waste collection company, LRS, from April 1st to November 30th. This service is especially important due to the new ordinance prohibiting leaf burning and open burns. Please remember to place your leaves in biodegradable bags or labeled garbage cans at the curb. There is no limit to the number of bags you can dispose of, and no stickers are required. We encourage residents to take advantage of this service.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;

           Updated Open Burning Ordinance
          &#xD;

           Beginning in April of 2024, the Village’s ordinance prohibits burning leaves for community health and safety. However, other forms of open burning are allowed under certain conditions.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Guidelines for Open Fires
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            What Can You Burn?
           &#xD;
      &lt;/span&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             Only untreated wood, using an approved, self-contained outdoor wood-burning device or structure. The fire size must not exceed 3'x3'.
            &#xD;
        &lt;/span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
             Banned Materials:
           &#xD;
      &lt;/span&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             Do not burn leaves, paper, cardboard, grass, garden trash, treated materials, rags, garbage, or similar materials.
            &#xD;
        &lt;/span&gt;&#xD;

    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;

            Permit Required:

             For prairie restoration, a state-licensed company must adhere to state statutes and obtain a permit from the Sugar Grove Fire Department.

      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;

      &lt;span&gt;&#xD;
        
            For festive or ceremonial fires, any fire over 3 feet requires a permit from the Sugar Grove Police Department.

  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

            Allowed hours include 10 am—10 pm Sunday through Thursday and 10 am—12 am Friday through Saturday.

It also featured remarks by Waubonsee Community College President Dr. Brian Knetl and brought together over 150 residents, local business owners, elected officials, investors, and stakeholders.

            We're excited to share that our Business Retention and Expansion Visits program is in full swing, and we're proud to feature Jimmy John's Sugar Grove as our latest stop.

           Owned by Vanessa Wiskerchen and Dan Leuer, Jimmy John's has been serving our community since 2011 and employs a team of 23 people. They offer various options, including dine-in, drive-through, delivery, and catering.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Vanessa and Dan, who also run locations in Rochelle and Sycamore, decided to open the Sugar Grove location to bring their business closer to home. Today, it’s a popular spot for locals, students, staff, and travelers on Route 47.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In addition to their delicious sandwiches, Vanessa is a Broker at RE/MAX All Pro in Sugar Grove. She is involved in many local organizations like Kiwanis of Sugar Grove and the Kaneland Foundation. She believes in community involvement and often participates in fundraising events to support local schools. Vanessa also donates gift cards to teachers and volunteers her time as a Village Enhancement Committee member.
          &#xD;

           Sugar Grove, IL -

    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The Village of Sugar Grove's Village Board advanced recommendations to enhance intersection safety and traffic flow at Park Avenue and IL 47 by submitting their recommendations to IDOT.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            “With these long-awaited safety improvements, this project makes this area safer for everyone on the roads,” said Village of Sugar Grove President Jennifer Konen. “We are happy to see these improvements moving forward at this busy intersection and we remain committed to evaluating and advocating for increased safety on our roadways.”
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The recommended improvements include measures such as prohibiting through movements across IL 47 and left turns from Park Avenue, installing raised medians or islands on Park Avenue, and enhancing signage and pavement markings to encourage safer driving behavior. These proposed changes aim to improve safety and traffic flow by reducing certain high-risk movements while encouraging more controlled and safe driving behavior.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The recommendations stem from a Traffic Study conducted by HRGreen, which studied the history of serious crashes at the intersection and determined most crashes involve vehicles from Park Avenue crossing or turning left onto IL 47. It found the heavy traffic volumes and high speeds on IL 47 make entry gaps infrequent, causing driver frustration, which can lead to unsafe decisions. This also creates long delays on Park Avenue, causing congestion and poor traffic conditions.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Should IDOT approve the recommendations, the project’s next phase would involve the preparation of detailed engineering to support a construction permit. Given that IL 47 is a State Highway, the project will require a permit from IDOT's Bureau of Traffic. The estimated budget for engineering and construction is approximately $235,000.            Speed Limit Reduced on Section of Galena Blvd in Sugar Grove

           The Village of Sugar Grove and the Sugar Grove Police Department would like to inform the community that the speed limit on Galena Blvd from Capitol Drive to just east of Densmore Rd has been reduced to 50 mph by the Illinois Department of Transportation (IDOT) to enhance road safety in this area.

           After conducting a comprehensive traffic study, IDOT has decided to reduce the speed limit from 55 mph to 50 mph near the Windsor Pointe subdivision. This change was made to enhance road safety within our community.

           Sugar Grove, IL – The Village of Sugar Grove's Village Board unanimously approved a 2024 property tax levy plan committed to no property tax increases for residents.

            “Thanks to diligent budget management, financial planning, and revenue from other sources, Sugar Grove can keep property taxes the same for our residents. This marks the first time in the past 25 years that we have achieved a zero percent levy increase for our existing residents,” said Sugar Grove Village President Jennifer Konen.

           The Village of Sugar Grove Board gave its stamp of approval to this fiscally responsible property tax levy plan for Tax Year 2024 during a Village Board Meeting held on Tuesday, December 5, 2023. Notably, this plan approved a 2% property tax increase, only to capture property taxes on New Construction. There is no Village property tax increase for its existing residents.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           The proposed property tax levy for the upcoming year in Sugar Grove stands at $1,973,246. These funds will support essential functions that ensure the well-being of our community through police protection, insurance coverage, pension contributions, audits, street lighting, and administrative operations. This proposed levy excludes $846,813 in bond principal and interest, which the board recommended be abated, signifying that homeowners may not be required to contribute property taxes specifically for covering these bond-related expenses.

            Sugar Grove, IL – The Village of Sugar Grove today announced its approval to declare a surplus of $250,000 in Tax Increment Financing (TIF) funds. These surplus funds will be reinvested within the community by allocating them to the taxing districts within the Village's two existing TIF Districts.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “Marking the fourth consecutive year of returning surplus TIF funds, this decision reaffirms Sugar Grove’s commitment to responsible fiscal management and economic development. Tax Increment Financing, or TIF, is a powerful tool that municipalities employ to drive economic growth. In Sugar Grove, our TIF districts are performing well, consistently running surpluses. As a result, we are directing the surplus towards other services that could immediately benefit, such as our schools and public safety services,” explained Village Board President Jennifer Konen.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;

           The surplus declaration follows a comprehensive assessment by the Village Board, which includes a detailed examination of fund balances, plans for each TIF district, alignment with economic development objectives, and community needs. Notably, over the past four years, approximately $1.5 million has been designated as surplus and returned to taxing bodies, further emphasizing the Village's dedication to responsible fiscal practices and collaborative community support.
          &#xD;

    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;

           As of FY22-23, current fund balances stand at $439,698 for TIF #1 and $277,219 for TIF #2. Projections for property taxes in FY23-24 indicate substantial growth, with anticipated balances of approximately $880,295 for TIF #1 and $529,271 for TIF #2.

          &#xD;
    &lt;/span&gt;&#xD;

           TIF #1, with a focus on stimulating economic growth in the commercial and industrial area near the intersection of Dugan Road and US 30 on the west side of the Aurora Municipal Airport, currently has no immediate infrastructure projects planned. The Village Board has approved a surplus allocation of $200,000 from TIF #1 to make these funds accessible to other taxing bodies with pressing needs.

          &#xD;
    &lt;/span&gt;&#xD;

           TIF #2 was established to bring sanitary sewer and water services and various public infrastructure improvements to the commercial and industrial area on the east side of the Aurora Municipal Airport along Municipal Drive, between Wheeler Road and US 30. While no immediate projects or development opportunities are planned, the Village Board has approved a surplus allocation of $50,000 from TIF #2 to ensure these funds are accessible to other taxing bodies with immediate needs.

These steps ensure transparency and inclusivity, remaining central throughout the evaluation and decision-making process.

      <title>Village Emergency Back-Up Well #2 Notice</title>

           Well #2 (TP01) is an emergency back up well and this well is only pumped for IEPA sampling. Well #2 is a very low volume producing well (~400 gpm) and it’s not practical for the Village to use this well as a first choice for an emergency backup supply. When the Village pumps Well #2 each month, the village pumps the water directly to waste and the water does not go into the distribution system. All of the Village’s shallow wells have been designated as backups for sampling purposes. These shallow wells typically exhibit elevated levels of manganese, and the Village has regularly been testing for manganese.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            On May 22, 2023 the Village of Sugar Grove received a letter from the IEPA for a Violation notice for exceeding the maximum contaminant level for manganese based on samples taken from our Well #2 (TP01). While the IEPA required that all water customers be notified by letter of the test results,
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           there is no risk to the Village’s drinking water supply
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           . The well is only an emergency back-up and has not been used since 2003.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Village is considering our options to address the elevated manganese level at this well, including installing additional filters, an ion-exchange system, and/or complete abandonment of the well. We anticipate resolving the problem within the year.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
