The Village of Sugar Grove Public Works Department will be performing hydrant flushing April 1st thru April 12th. The Public Works Department performs hydrant flushing twice a year as part of the regular maintenance to the Village water distribution system. By simply flushing hydrants to allow water to flow rapidly through them, water quality is improved and mineral build-up in the water mains is minimized. Hydrant flushing also ensures that hydrants are ready for emergency use. Please note that hydrant flushing could temporarily cause rusty-looking water, even for homes outside the particular flushing area. The discoloration is caused by minerals that get stirred up in the water mains. Residents are encouraged to refrain from washing laundry when flushing is done in or near their neighborhood as the temporarily discolored water may cause laundry staining. Public Works crews will flush hydrants from 7:00 a.m. to 3:30 p.m. Monday thru Friday according to the following schedule:

Well #2 (TP01) is an emergency back up well and this well is only pumped for IEPA sampling. Well #2 is a very low volume producing well (~400 gpm) and it’s not practical for the Village to use this well as a first choice for an emergency backup supply. When the Village pumps Well #2 each month, the village pumps the water directly to waste and the water does not go into the distribution system. All of the Village’s shallow wells have been designated as backups for sampling purposes. These shallow wells typically exhibit elevated levels of manganese, and the Village has regularly been testing for manganese. On May 22, 2023 the Village of Sugar Grove received a letter from the IEPA for a Violation notice for exceeding the maximum contaminant level for manganese based on samples taken from our Well #2 (TP01). While the IEPA required that all water customers be notified by letter of the test results, there is no risk to the Village’s drinking water supply . The well is only an emergency back-up and has not been used since 2003. The Village is considering our options to address the elevated manganese level at this well, including installing additional filters, an ion-exchange system, and/or complete abandonment of the well. Pursuant to the Tax Increment Allocation Redevelopment Act, the Village of Sugar Grove has established an interested parties registry for the proposed redevelopment project area known as The Grove . The Village previously adopted an Ordinance establishing interested parties registries and registration rules for tax increment financing redevelopment project areas. The Grove is approximately 792 acres of land located in an area near the I-88 and Rte. 47 Interchange north of Seavey Road and then extending south to include properties north of Wheatfield Avenue and east of Rte. 47. Click here for a map of the project area. Individuals and any organization active within the Village are entitled to register to become an “Interested Party” for the proposed project area. Organizations include, but are not limited to, businesses, business organizations, civic groups, not-for-profit corporations, and community organizations within the Village or the proposed project area. The registry will include the name, address, and telephone number of each Interested Person and, for organizations, the name and phone number of a designated contact person. Individuals and organizations wanting to register as an Interested Party must complete and submit an Interested Parties Registration Form with the Village Clerk. Registered parties will be entitled to receive notices of public meetings, public hearings, and the availability of redevelopment plans and eligibility reports. The Registry will include the name, address, and telephone number of each Interested Person and, for organizations, the name and phone number of a designated contact person. Registration forms may be obtained online and in person at Village Hall. From community connections to new opportunities in the Village of Sugar Grove, watch Jennifer Konen share her insights on the community’s vision for 2024 and beyond. This video captures the full State of the Village event hosted by the Sugar Grove Economic Development Corporation. STATE OF THE VILLAGE 2024 The sold-out breakfast was moderated by Jonathan Meagher, Vice Chairman of the Sugar Grove EDC and General Manager of Rich Harvest Farms. It also featured remarks by Waubonsee Community College President Dr. Brian Knetl and brought together over 150 residents, local business owners, elected officials, investors, and stakeholders. Key highlights and accomplishments include: Celebrating Success: President Konen showcased notable wins from the past 12 months, including a historic 0% property tax increase, the arrival of new dining destinations like Burnt Barrel and Primos Tacos, strategic staff additions, advancements in the Commercial Property Enhancement Program, and collaborative efforts to bolster public safety like the placement of a new school resource officer at Harter Middle School. Growing Opportunities: The Village is moving closer toward its vision of being a community where residents can get everything they need right here, with new additions like Starbucks, Cold Stone Creamery, and Cilantro Taco Grill coming soon. Driving Force: Sugar Grove’s driving force for the future is Connection, which includes linking residents with businesses, collaborating across governmental bodies, supporting education and recreation, fostering non-profit partnerships, nurturing community connections, organizing community events, and recognizing the power of collective impact over individual efforts. The next Coffee with Konen event is scheduled for Tuesday, April 9, 2024, from 5:00 p.m. to 7:00 p.m. It will take place in the Village Board Room, located at 10 S. Municipal Drive, and will feature Village Administrator Scott Koeppel. Coffee with Konen is a casual and welcoming gathering where residents can meet President Konen, ask questions, or share any comments or suggestions they might have. We hope to see you there!

As part of the Village’s ongoing environmental effort, and in order to increase the number of trees in town, the Village is offering a 50/50 Cost Sharing Program for parkway trees. The Village will contribute 50% of the cost of the trees, with residents providing the remaining 50%. The cost includes the tree, delivery, installation, and mulch. Participation in the program is strictly voluntary, is limited to owner-occupied homes, and is on a first-come, first-served basis. Trees can be placed only within the parkway. Residents may suggest locations for their trees, but locations will be reviewed for suitability and utility conflicts. The final location will be at the discretion of the Public Works Department. The Village will plant the trees in late May to early June (as weather permits) and will monitor the health of the tree during the initial growing season. For Immediate Release: February 7, 2024 Sugar Grove, IL - The Village of Sugar Grove's Village Board advanced recommendations to enhance intersection safety and traffic flow at Park Avenue and IL 47 by submitting their recommendations to IDOT. “With these long-awaited safety improvements, this project makes this area safer for everyone on the roads,” said Village of Sugar Grove President Jennifer Konen. “We are happy to see these improvements moving forward at this busy intersection and we remain committed to evaluating and advocating for increased safety on our roadways.” The recommended improvements include measures such as prohibiting through movements across IL 47 and left turns from Park Avenue, installing raised medians or islands on Park Avenue, and enhancing signage and pavement markings to encourage safer driving behavior. These proposed changes aim to improve safety and traffic flow by reducing certain high-risk movements while encouraging more controlled and safe driving behavior. The recommendations stem from a Traffic Study conducted by HRGreen, which studied the history of serious crashes at the intersection and determined most crashes involve vehicles from Park Avenue crossing or turning left onto IL 47. It found the heavy traffic volumes and high speeds on IL 47 make entry gaps infrequent, causing driver frustration, which can lead to unsafe decisions. This also creates long delays on Park Avenue, causing congestion and poor traffic conditions. Should IDOT approve the recommendations, the project’s next phase would involve the preparation of detailed engineering to support a construction permit. Given that IL 47 is a State Highway, the project will require a permit from IDOT's Bureau of Traffic. The estimated budget for engineering and construction is approximately $235,000.
